Celeste Jain, P.E.

Celeste Jain is an experienced engineer and project manager.

Celeste has supported oil and gas pipeline compliance, corrosion control, integrity management, and design projects with specific focus on Class Location and Gathering Type Determination Studies, cathodic protection design, internal corrosion assessment and data analysis for inline inspection and direct assessment projects.

Celeste has advanced Autodesk Civil 3D competency and is proficient in geospatial integration and mapping activities. She previously provided engineering design, modeling, project management, and business development support across a variety of civil and environmental sectors including drainage, water resource, and public utilities.

Principal Engineer

Tim Arnold, P.E.

Tim Arnold is an experienced pipeline engineer and pipeline safety compliance subject matter expert.

Tim has provided compliance and engineering support to major oil and natural gas pipeline operators across the United States, and has held the responsibility of ensuring all aspects of PMHSA compliance. He has overseen PHMSA inspections of design, construction, operations and maintenance, cathodic protection, integrity management, control room management, and operator qualification as a former Pipeline Safety Compliance Engineer at a major natural gas and hazardous liquid pipeline operator. Tim specializes in “mega-rule” consulting support to operators, including third party audits, as well as program management and execution.

Tim is also experienced in supporting asset acquisition due diligence investigation, conversion to service, jurisdictional analysis, special permit application and implementation, new construction execution, and integrity management activities.

Principal – Pipeline Safety Compliance & Integrity

Luke Jain, PhD

Dr. Luke Jain is an integrity management, corrosion, and metallurgy subject matter expert.

Luke has provided support and training to dozens of major operators in nine different countries, including major oil and gas operators across the United States. Luke has assisted oil and gas pipeline operators implement and execute design, construction, operations and maintenance, corrosion control, integrity management programs. Support has included technical consulting, data analysis, procedures development, program audits, budget estimation, training development and delivery, project management, and vendor development. Areas of expertise include internal and external corrosion control, cathodic protection design, transmission integrity management, inline inspection, ECDA/ICDA/SCCDA, NDE/NDT, pressure equipment and pipeline repair, and materials failure analysis, fitness for service, welding, protective paints and coatings.

Luke has also supported asset acquisition due diligence investigation, conversion to service, jurisdictional analysis, and special permit implementation.
